When completing quests, the character's skill levels are compared with a certain value, i.e. if the character’s skill is lower than the value required to complete this quest, the character will not be able to complete the task.
All skills are relevant not only for quest tasks, but also for everyday activities! For example: you will not be able to open a locked container without a certain level of hacking skills, as well as you will not be able to convince someone you are right without the required level of Persuasion skills.
