If at least one of these conditions is not met, the “Learning” button will not be active.
The higher the level of Athletics, the higher the chance to beat thieves.
Note that thieves are different in terms of development, there are “bigfoot” thieves, and there are weaker ones.
And yes, some quest items can only be taken from them)
To improve Athletics skills:
Find the unique item "Expander" (Athletics + 10)
Wear a Track Suit (Athletics + 10)
